INCLUSIVE APPLICATION AND IMPLEMENTATION OF SOCIAL TENURE DOMAIN MODEL (STDM) TO ENHANCE COMMUNITY DEVELOPMENT INITIATIVES IN THE PHILIPPINES

Project description: The focus of STDM is on all relationships between people and land, independently from the level of formalization, or legality of those relationships. Standard land management systems used by local governments are difficult to articulate with the reality of informal settlements across the Philippines. STDM presents an alternative land management tool that finds a compromise between standard land management systems and this reality.


The implementation of STDM in the Philippines is a pilot in the Asia-Pacific Region. The project covered the remaining four barangays (District 1) in Muntinlupa City and was an offshoot of the Citywide Development Approach (CDA) that initially mapped four barangays in District 2.

As part of the introduction of tool in the country, 4 STDM trainings were held throughout the project duration in key locations, including Davao City.

MUNTINLUPA CITYWIDE DEVELOPMENT APPROACH (CDA) TO INFORMAL SETTLEMENTS UPGRADING

Project description: The CDA is an alternative to traditional approaches to informal settlements upgrading that are mostly project-based and isolated. Given the increasing number of informal settler families (ISFs) in urban areas, especially in Metro Manila wherein it is estimated by the National Housing Authority (NHA) to be around 585,000, it is important that ISF upgrading strategies are scalable and systematic to be effective. The CDA is seen to do this by taking into account all informal settler families (ISFs) in a city and following a holistic plan for their shelter and social upgrading. 3RD REGIONAL C.A.N. WORKSHOP 2015: COMMUNITY MAPPING IN INTRAMUROS

Project / Event description: Mapping and profiling of all ISF communities within administrative area of Intramuros as part of the 3rd Regional CAN Workshop that kick-started multiple stakeholder discussions on shelter and community development in line with heritage conversation and revitalization plans of Intramuros.

The workshop intended to bring participants from different countries to exchange and share their experiences through field activities where they provide technical support to communities and develop long-term plans. The event emphasized how “people-centered” planning can be used to discuss local issues and address urban concerns in a comprehensive manner with partners around the area that may share the similar concerns.

COMMUNITY MAPPING AND ENUMERATION IN BARANGAY ILANG, DAVAO CITY

Project description: Mapping of 36 informal settlements in Barangay Ilang, a recipient of the Local Community Mortgage Program (LCMP) from the Social Housing Finance Program (SHFC). The associations mapped were at various stages in planning for land acquisition (either through donated land, direct purchase, Community Mortgage Program) and community upgrading.

The processes and outcomes of mapping helped communities and the barangay in planning and prioritizing projects, identifying beneficiaries and acquiring land whilst building a platform across the barangay in raising awareness and discussion on these issues.

COMMUNITY MAPPING IN MANDAUE CITY, CEBU

Project description: A mapping training was held to transfer skills from TAMPEI to community members from various HOAs. From that experience, a Core Team was formed and led the initiatives to map 3 HOAs at settlements and household levels. Once mapping data has been encoded and validated, the communities were mobilized in developing a community action plan (CAP). The fund was used to support the core team and technical facilitators in continuing the work that was initiated during the training workshop. Partner institutions and beneficiaries:

  • 18 housing units with innovative ICEB (interlocking compressed earth blocks) for low-cost socialized housing construction
